The Masters Leadership Program (MLP) is a 501(c)(3) non-profit agency with the United Way of San Antonio and Bexar County as its fiscal agent. MLP provides an in-depth understanding of the political, economic, cultural, civic, and governmental fabric of San Antonio. Participation in the program presents the opportunity for class members to join local non-profit and civic boards upon completion of the program as well as join the Masters Leadership Program Alumni Association.

This program was originally modeled after a non-profit organization in Naples, Florida, the Greater Naples Leadership, Inc. MLP's founder is Jane Phipps who currently serves as the Program Director. The first academic session took place during 2004-2005 with 35 participants. The program is currently preparing for its 8th class of students, which will include 50-55 people. There are currently 325 graduates of the program and an active Alumni Association. The program maintains an operating budget averaging $150,000 based on corporate sponsorship of large local businesses and foundations as well as tuition payments by participants. Currently, there are three part-time employees, including the Program Director, the Educational Curriculum Director, and the Executive Assistant, as well as a 21-person board of directors.
